The UT Administrator of Dadra and Nagar Haveli and Daman and Diu on May 25, 2026, issued the Model Bye-Laws for Cooperative Housing/Housing Service Societies.
The following has been stated:
• The Model Bye-Laws for Cooperative Housing/Housing Service Societies issued under the Dadra and Nagar Haveli and Daman and Diu Co-operative Societies Regulation, 2024, establish a comprehensive framework for the registration, governance, and management of cooperative housing societies in the Union Territory.
• The bye-laws define the society’s objectives, including acquisition and maintenance of housing property, management of common facilities, promotion of member welfare, and adherence to cooperative principles. They prescribe eligibility criteria for membership, classify members as A-Class (ordinary members with voting rights) and B-Class (nominal members without voting rights), and specify members' rights and responsibilities.
• The bye-laws also provide detailed provisions relating to share capital, admission fees, transfer of shares and occupancy rights, nomination, withdrawal and expulsion of members, and maintenance of society records. Financial provisions cover sources of funds, borrowing limits, reserve creation, and profit appropriation, including the requirement to transfer 25% of annual net profits to reserves.
• Additionally, the document outlines the powers and functions of the general body and managing committee, procedures for meetings and elections, maintenance and use of premises, dispute resolution mechanisms, and overall administration of housing societies, thereby serving as a standard governance model for cooperative housing institutions in the Union Territory.
